His stint as independent external management systems auditor pertains to at least 20 audit scopes covering engineering and project management, construction, business process outsourcing, call centers, pharmaceutical, printing press, manned security services, industrial security systems, crewing, shipping, dry dock operations, refineries, logistics and transportation, manufacturing companies, education and education-related services.  

EXPERIENCE IN THE EDUCATION SECTOR. Before joining the assurance industry, he was Chief Operating Officer and Vice-President for Quality Assurance and Accreditation and University QMR at AMA Education Systems Holdings; Graduate Education Program Discipline Consultant, College Dean, Vice-President for Academics and Research, Director for Planning and Development at St Dominic Savio College. He has designed, delivered and led successful Training for Quality seminars and conferences on Strategic Planning, Quality Management, Performance Excellence, Education Management, TQM, IT Governance, Information Security Management Systems and Project Management.  

His engagements in the Education Sector include training, auditing and accreditation with some of the leading universities in the country: University of the Philippines-Information Technology Training Center (UP-ITTC), University of the Philippines Information Technology Development Center (UP-ITDC), University of the Philippines-Institute for Small Scale Industries (UP-ISSI), Mapua IT Training Center, Philippine Normal University, Our Lady of Fatima University, Asian Institute of Maritime Studies, Far Eastern University, University of Iloilo, Holy Trinity College and over 15 other universities, colleges, academies and institutes in the last 20 years.  

COURSES DESIGNED AND DELIVERED. He has designed and delivered training programs related to Quality Assurance, Process Improvement, Education Management, IT Governance, Information Security, Occupational Safety, Project Management, Productivity Improvement and Total Quality Management. He has developed innovative approaches linking root cause analysis and incident investigation management and has conducted at least 1,000 hours of QA-related training covering root cause analysis for manufacturing, transport, service and educational institutions.  

INDUSTRY & PUBLIC SECTOR EXPERIENCE. Before joining the academe, he was Asia Pacific, Region Lead on Process Improvement for NCR Global Operations Support in Dayton, Ohio, USA; World Field Process Improvement Manager at NCR International-Southeast Asia, Quality Manager at NCR Philippines; Corporate TQC Coordinator and Training Manager at Sharp Philippines Corporation, and CMMI Analyst at Electronic-on-the-Ramp, USA. He was formerly Senior Management Specialist with the Office of the President-Metro Manila Commission, and Management Specialist at the Office of the President-Metro Manila Authority.

GENERAL MANAGEMENT EXPERIENCE. His general management experience includes acting as CEO at ICAT Center, Vice President at LGIS Qualifications Assessment Authority, and Vice President, Eagle Press Philippines; formerly, he was President at St Joseph’s Global Education and Management Services, President and COO at X7 Solutions, and President at English 101 Philippines.  

EDUCATION & SPECIAL TRAININGS. His advanced studies include Doctor of Philosophy major in School Leadership and Management at St Dominic Savio College, and Master of Business Administration at Philippine Christian University. He was recipient of the Dr. Wong Fellowship and Scholarship Grant at the University of Sto. Tomas Graduate School and was Cum Laude and recipient of PHILCOMAN Medal of Excellence at University of Sto. Tomas-Legaspi. Prof. Rey successfully completed the Masters Certificate Program on Project Management at George Washington University School of Business, USA, and Public Management and Manufacturing Management Program with Sanno Institute of Management in Tokyo, Japan. He has had special studies with PUP Graduate School’s Masters of Accountancy Program.

CERTIFICATIONS. He has ten (10) competency certifications in education and learning services, assessment, quality and environmental management, manufacturing management, technology, information security, Kaizen and human resource development.
